Councillors with the City of Dryden, police and the public will be able to have a closer look at the study into the OPP’s Costing Proposal on Monday.

A final report on the proposal will be presented at the city’s Committee of the Whole meeting at The Centre- which is open to the public - however, no questions or comments will be taken. A second meeting to gather community feedback will also take place at The Centre on March 21.

The OPP’s proposal was presented to the community in November. If council accepts their proposal, the OPP and the Dryden Police Service would amalgamate. A decision must be made by the end of June, or the offer will be terminated.

The OPP’s proposal lists an estimated policing cost for the City of Dryden at $4,754,600 for the first year of the three year transitional contract, before the city transitions into the OPP’s billing model. This figure does not include the estimated one-time start up and capital costs of $663,066 – for a grand total of $5,417,666. 

The Dryden Police Service's budget represents 18 per cent of Dryden's budget, or $4 million, a number that has remained stable over the years. Mayor Greg Wilson estimated the city would need to find $1.6 million in extra funds for the first year, $1.2 million in year two, and possibly $900,000 in the third year.

In their presentation, the OPP noted that they police 323 out of 444 municipalities across Ontario on a cost recovery basis, serving over 13 million people. Police say that 96.9 per cent of those residents felt safe or very safe in their community.

The Dryden OPP reports that 98.9 per cent of respondents felt safe or very safe in the Dryden OPP detachment area, and 95.5 per cent of respondents were satisfied or very satisfied with the quality of the police service provided by the Dryden OPP. 

The decision to pursue an OPP Costing Proposal was made in June of 2017, following a unanimous decision by city council. A Police Costing Committee – consisting of councillors, city staff, a member of the public, a member of the police services board and the Chief of Police, Doug Palson, has been meeting monthly since September of 2017.

The report has been created by MNP LLP, who are acting as consultants for the city to assist in the analysis of the OPP’s Costing Proposal. The city contracted MNP in November, costing $45,000.

Monday’s meeting will begin at The Centre will begin at 5 p.m. The March 21 meeting at The Centre will begin at 6:30 p.m.
